A virus that is spread primarily by STD but there are contagious mutant strains forming.
A vaccine is developed, but takes time to take fully, and is therefore a risk to an unborn child. Pregnancy would also lower the tolerance to the virus, so the decision is taken that in order to ensure compliance an implant will be given to every child at 11 that protects against the disease and pregnancy.
A lower dose is given in infancy, and again at 6, but it is recognised that young people will have sex, and therefore they need to have this vaccine at 11 to protect them fully for 5 years, and in such a way that they are covered fully - the disease has wasted most of the western economies.
The Vaccine would be a similar one to the Hepatitis A and B Vaccines that require administration several months.
Moves are now afoot that would include a hormone inhibitor to try and improve the behaviour of the young people vaccinated, which is a political and emotional minefield. Already there is an effective shut down on anyone that is non-compliant - social security, medical care and schooling are all dependent on receiving the vaccine.
